Bulletin 12-09-16

IReeN News Bulletin 12-09-16

So much has been happening in recent weeks, now we are all back from Summer breaks and it's time to get back to it!

Rather than send you a monster bulletin, this is the first of a few bulletins that we will issue over the next couple of weeks, to catch up on all of the events of the summer.

Over the summer the Government has released many Consultations Documents.

We would recommend that you read them, and then let them know your views.

To help you, we have compiled four short surveys for you to complete, so that IReeN can respond on members behalf.

Simplification of Tax and NIC treatment of Termination Payments

Salary Sacrifice for the Provision of Benefits in Kind

Simplifying the PAYE Settlement Agreement (PSA) process

'Making Good' the value of Benefits in Kind

The following announcement was sent out this week to EDI Users. If you are an EDI user and haven't seen it, please contact your CRM.

Dear Customer,

We are writing to you today to provide further important information on the proposed move away from the EDI channel. Following our last communication on the 23rd of December 2015 consultations have taken place to decide the best way to support this change and the following HMRC statement is now available:

HMRC to replace PAYE EDI channel

HMRC will be decommissioning the Electronic Data Interchange (EDI) channel and replacing it with an existing XML service, by April 2018.

Current EDI users will need to migrate away from the service before the deadline to the XML channel. This will strategically position all of HMRC’s PAYE operations across the UK on the same platform. HMRC is committed to providing secure and resilient services and this move ensures that any future enhancements and changes can be managed effectively.

Plans to make the move were originally announced at the API Strategy Launch Conference, on 7 September 2015, where Mark Dearnley, HMRC’s former CDIO, announced that the Department would end its use of the EDI channel within three years.

This important, but minor change, will have no effect on individual employees.
HMRC is putting a new team in place to provide support for the user community, to help them transition, ahead of the deadline.

It is HMRC's intention to provide support to customers who will need to make changes as a result of this announcement and we will be happy to manage that through your existing HMRC Digital account manager either by email, phone or face to face -

We welcome any feedback, suggestions, questions or concerns you may have. We will be sending you a short feedback form which we would appreciate if you could complete in order for us to gain a better understanding of how we can effectively support you and your business in the transition to the XML/Internet channel.

Our new website is now live.

We hope you will like the new format, where you will find details of the committee, back issues of previous bulletins, links to Government Consultations, and copies of the presentations from last year's National Meetings.

A message from the Making Tax Digital Team
Dear All

This is to let you know we’re starting to roll out a series of face-to-face events. The schedule below provides the latest details. We’re still finalising other locations but wanted to let you see this as soon as possible. Any updates to this schedule will appear on the GOV.UK page Webinars and events for Making Tax Digital.’

The events will cover the following Making Tax Digital (MTD) consultations:

  • Bringing business tax into the digital age
  • Voluntary pay as you go
  • Tax administration
  • Simplifying tax for unincorporated businesses
  • Simplified cash basis for unincorporated property businesses

At some of these events we will also be holding in depth sessions on the simplification consultations.

There will be morning and afternoon sessions at most venues, with morning sessions probably running from 10am to 1pm, and afternoon sessions running from 2pm to 5pm - there might be some variation in particular locations.

We won’t be examining the consultation documents line-by-line, and we’re keen to try and maximise the value for everyone taking part – so please treat these timings as indicative only. We expect each event to last between 1.5 and 3 hours – anticipating shorter ‘business only’ sessions, and longer sessions for agents and representative bodies.

If you’re interested in attending an event we’ll confirm times when we send you a formal invitation to your preferred event. It would be extremely helpful if you can let us know which of the sessions you would like to attend, together with your preference for the morning or afternoon, and whether you’re coming along because you run a business, you’re a tax agent, or representing business interests.
