Guidance for software developers on reporting car data is now available.  Version 1.0 of this developer guidance can be viewed here for your reference.

Guidance will be provided for employers on GOV.UK in the coming weeks.

Other guidance published recently

More has been published today on how businesses, the self-employed and landlords will benefit from government plans to modernise the tax system.

HMRC has issued in-depth details on how digitising the tax system through its Making Tax Digital project will help millions of businesses to get their tax bills right first time, without the need for an annual tax return.

Alongside draft legislation, HMRC has published its responses to the six consultation documents issued in August 2016 on GOV.UK at

Countdown Bulletin 20 advised that HMRC intended to automatically close all open periods of contracted out employment (active members) held on HMRC records via a scan.

The scan has completed successfully and a pilot exercise has been in place from 16th January to 5th February 2017 with a small number of Pension Scheme Administrators (PSAs), following a similar approach to the introduction of the Scheme Reconciliation Service.  

PSAs involved in the pilot exercise will use the HMRC data to compare against their own records only, but are not able to raise any queries with HMRC.   Based on their comparison these PSAs will inform HMRC of the potential number of membership queries they anticipate raising, to assist us with planning.

During the pilot an issue has been identified where the start and/or end date on the output is incorrect. This issue only affects certain members, and we are working with our IT supplier to rectify this problem and produce reliable revised files.

Unfortunately the resolution of this problem will mean a delay in the issue of the files.  However we aim to begin sharing the active member data with you in February 2017, and will keep you updated on progress.

Those PSAs who have submitted the closure scan request form, and who have actively engaged with HMRC by submitting Scheme Reconciliation queries, will receive their data first.

We wrote to you on 22 December regarding new Scottish Income Tax Powers for the 2017/18 tax year.

The technical specifications for RTI submissions to HMRC and for retrieval of coding notices from the Data Provisioning Service (DPS) have both been updated to allow for a wider range of D-prefix codes in the tax code data item.  SDST is not aware of any plans at present to introduce further D-prefix codes in this data item other than the present D0 and D1.  This specification update, however, brings the submission/retrieval specifications in line with the tax calculation document “Specification for PAYE tax table routine”, which already allows for higher D codes.  Software which incorporates these new specifications would then be ready to support the submission and retrieval of these codes, should they be introduced in future.

Our current plans are that test services will support these new specifications from the dates shown below:

13 February     -           TPVS test service for Internet submissions;  Outgoing XML Generator tool for DPS

20 February     -           Local Test Service (LTS) for Internet submissions
